Although it is designed to be a call consolidation and forwarding solution, Google Voice can be configured to serve as a basic voicemail with a dedicated number by enabling the Do Not Disturb feature and/or deselecting all "Forwards Calls To" destinations.
review: Free (still as of 2012). One downside is that you must provide an existing phone number you have access to. I provided my Skype number to avoid Google having my cell # (who knows what is in their terms and conditions with regards to what they may do with a cell number you provide.)

Kall8 Mailbox is designed to receive both Voice Mail and Fax Messages. Set it to receive both Voice Mail and Faxes, or limit it to accept only Faxes or only Voice Mail.
review: $2/mo 6.9 and cents a minute. listen to messages online for free. (6.9 cents is sleazy, make it 7 cents or 6 cents guys!) This is one of the less expensive services if you receive a low volume of calls.

Free. You get your own unique number assigned to you. People can call that number and leave you voicemail. You can call and listen to your voicemail. You have to listen to a commercial advertisement each time when you go to retrieve your voicemail. You have to listen to the advertisement, not the people calling for you.
