Imagine a metropolis where you have many mobile users on hand held and vehicle mobile transceivers using the base repeater. At different areas of the metropolis users may have difficulty getting into the repeater or sound scratchy once in. With a voting system you have additional receive sites around the metropolis and one repeater transmit site. The system automatically selects the best receive site for the incoming signal based on signal strength. That receive path goes from the remote receive site voted best, and to the central repeater where it is re-transmitted. The remote receivers listen on the offset frequency.
