If a citizen has experienced repeated delays he or she may apply for a Voluntary Appeal File (VAF). When the individual applies for a VAF, FBI personnel will research the case and assign a Unique Personal Identification Number (UPIN) if the purchaser has no firearms prohibitions. For future firearms transactions the buyer must simply use the UPIN number on ATF Form 4473 to avoid the delay. The VAF process is a way to avoid future delays and can take several months.
