To do that just press and hold the CTRL key on your keyboard while you click the icon to start Outlook.  outlook.exe /noextensionsIf the problem doesn't appear when you're running in Safe Mode then it's probably a misbehaving add-in that's causing the issue. Go to Tools | Trust Center | Add-ins and see if there's anything there you can disable.  One that I almost always disable is the iTunes add-in.  It's really only useful if you're synchronizing Outlook to your iPhone or iPod.=== Cannot open your default e-mail folders.
