When asked simply, "can you at minimum plug it into an outlet and see if it powers on?" he claims he has no time. Yet in other listings of his there are items he has tested as claims are working. So, if it is defective and he knows it, he simply says "untested" and refuses to test so he can claim to be unaware the item is defective while stating "as is, no returns." Watch out for this tactic. It gives him an out when he knowingly sells junk, while he maintains feedback by exploiting the technicality of eBay policy.
