AIVMS can do that for you. You simply pass a command line switch to the running AIVMS instance like this:
"C:\Program Files\AIVMS\AIVMS.exe" CALL echo123 -p:C:\MyMusic\somesong.mp3
Or
cd\program files\skype\phone skype /callto:number
